Elizabeth Kovach

Lincoln Township Tax Collector

Elizabeth is a native and current resident of Lincoln Township. She was appointed Tax Collector in 2022 by the Lincoln Township Supervisors. She earned her BA in Accounting at the University of Pittsburgh at Johnstown. Elizabeth worked as an accountant in both Public Accounting & the Private Sector, later becoming a Finance Manager. Currently, she owns & operates Kovach Business Solutions LLC. Elizabeth is a Qualified Tax Collector under PA Act 48 & is required to complete continuing education training. Elizabeth is a member of the PA State Tax Collectors' Association. She looks forward to serving her community for years to come!

Where is the payment Drop Box?

The drop box is located at the Old Sipesville Elementary School. Use the entrance closest to the water tower. The drop box is on the left side of the entrance and shared with LTMA.

I'm a new property owner. What are these taxes for and how many bills will I receive?

As a property owner, you will recieve 2 tax bills for every parcel you own. Tax bills are mailed March 1st of every year for Somerset County & Lincoln Township taxes. Then August 1st of every year the school taxes are mailed.

I can't afford my taxes in lump sum. Do you have payment plans?

At this time, payment plans are only offered by the School District on the August tax bill. The payment plan allows the tax bill to be divided and paid over a 3-month period beginning 9/15 and ending 11/15. To take advantage of this plan, the 1st payment MUST be made by 9/15.

What are Mills?

Mills (Millage Rate) is the rate at which tax revenue is generated from assessments. One Mill is $1/$1,000 of assesed value. An example would be: If your property has an assessed value of $13,000 and you owe 5 Mil of taxes (13,000*0.005), your tax would be $65.00

What are the current Millage Rates?

2024 Millage Rates are as follows:
Lincoln Township: 6 Mills
Somerset County: 15.11 Mills
2023 Millage Rates
Somerset School: 45.06 Mills

What is the last day I can pay my property taxes?

The last day to pay county, township & school taxes is December 31st of every year. Any payments recieved after that date will be returned to the taxpayer. All tax bills are then turned over to the Somerset County Tax Claim Office.

What is the penalty rate if I do not pay by the end of the face period?

Penalties are assessed at 10% for the township, county and school.

If I choose to pay my bill during the discount period, what is the discount rate?

The discount rate is 2% of the face value and can be applied to the tax bill if it is paid in full by April 30th for the county or township and September 30th for the school tax.

I purchased a mobile home and did the title transfer at the notary. Why is the tax bill still being sent to the previous owner?

A mobile home must be transferred with the tax collector as well. Please complete the Mobile Home Transfer Form and return it to the tax collector.

What forms of payment do you accept?

Property owners in Lincoln Township are now able to pay their taxes with Cash, Check or Money Order, Credit/Debit or Electronic Check. Fees do apply for electronic payments.

My address is wrong on my bill. How can I update this?

Please complete the Address Change Form and we will update our records

I misplaced my property tax receipt. How can I get another copy?

No problem, we can help! Please complete the Receipt Request Form and we will email you a receipt. You can also schedule time to pickup the receipt or provide a self-addressed stamped envelope.

This program benefits Pennsylvanians age 65+, Widos/Widowers age 50+, & people w/ disabilities age 18+. Details of this program can be found on the PA Dept. of Revenue website
